From August 10th to 12th, 1999, a technical meeting entitled "Information Technology Research: Test Beds for Collaborative Solutions to Western Hemisphere Problems" was held at the Hotel Camino Real "Las Hadas" in Manzanillo, Colima, Mexico. This meeting was sponsored jointly by the Inter-American Drug Abuse Control Commission (CICAD) of the Organization of American States (OAS) and the United States National Science Foundation (NSF). Technical resources and compelling social and economic factors create a political imperative for American States to collaborate in information science projects. This workshop brought together leading scientists to describe a program of Western Hemisphere collaboration in computing to benefit society, harness powerful economic and demographic forces, and produce a compelling and realizable development plan that will be instituted and realized by governments and other agencies.
